From what i understand there are very strict polltution laws in japan and every certain amount of miles you must have your car checked and brought up to specs, much like over here. The differance is the the price of reregistering these cars as being leagl to drive on the rode. The older and the car the more money it cost to have the car brought up to code. Depending on what type of car it is and how much it cost, the owner must way the fact of value of the car and if it is worth more to replace ir have it legalized. This is why JDM honda motors flood the market, since they are relativley cheap, it makes more sense to spend the money on replacing the motor, which typically is around 30,000 miles. However on nicer cars, ex. skylines, newer z32's.... it ways more in the favor of bring the car to code because that is cheapre, so you will find for the most part that the engines will have more milage as it the price of legalizing out wieghs the price of replacing the engine up to higher milage point.
